The Truth Behind Transparency, Efficiency, and Vendor Equality

In the public procurement world, we hear the words streamline, transparency, and savings thrown around regularly.   Everyone claims their procurement practices achieve transparency, create efficiencies, and offer vendor equality, but very few have the results to prove it.

Transparency Establishes Accountability – Transparency involves full visibility to all agreements between government entities and their vendors.  There’s no picking and choosing which contracts are open record versus which contracts are non-disclosed.  Recently, a large southeastern state spent millions implementing multiple disparate eProcurement systems that fail to post contracts to a central location for public viewership. The casual observer or “John Q. Public” has to dig through the state’s website, understand the difference between a statewide and agency contract, and follow the links to multiple contact websites.

Less is Not Always More – When it comes to public procurement contracts and catalogs, the term “less is more” doesn’t apply.  Some eProcurement systems only offer 200 – 300 catalogs, creating major inefficiencies.  Ordering from non-catalog statewide contracts is complex and lengthy, since you have to contact vendors directly, as opposed to simply placing an order in the system.  Efficiency is thrown out the window, while staff workloads increase.  Often, there is an option to load and maintain additional catalogs to the tune of $25,000 – $50,000 per year, but this approach diminishes cost savings and causes entities to choose what contracts are worth the extra investment.

BuySpeed Customers Ranked Among Top 10 for 2010 Digital Cities

Each year, the Center for Digital Government and Government Technology surveys cities to measure the use of information technology.  The 2010 results have been published, and it is no surprise Periscope customers have been awarded.  Alexandria, VA; Fort Worth, TX; and Tucson, AZ, all BuySpeed clients, achieved top ten rankings.  The survey recognized municipalities that successfully incorporated information technology into operations in order to better serve constituents and business. 

According to Government Technology’s article, “2010 Digital Cities Survey Winners Announced,” this year’s survey focused more on measurable achievements.  Many of the jurisdictions that scored well could quantify their improvements, and some took advantage of data analytics for those calculations.  “I think we’ll see more of that going forward, because the economy is going to remain tight,” said Todd Sander, the director of the Digital Communities program.

Leading Industry Analyst Evaluates Best-of-Breed E-Procurement Vendors

  • Periscope Holdings, Inc. today announced that its BuySpeed e-procurement product solution was rated by Gartner, Inc. in a study analyzing 14 best-of-breed vendors.
  • The Gartner report is entitled “Critical Capabilities for Best-of-Breed E-Procurement Vendors”.
  • Periscope was one of 14 vendors evaluated according to use cases that are typical across organizations.  Gartner specified eight vendor inclusion criteria, including a minimum of 25 installed customers.
  • The report scored the solutions on 11 critical capabilities.  Periscope’s BuySpeed solution scored 3.7 overall. 
  • To determine ratings, Gartner analysts identified the most common capabilities required by clients for an e-procurement system and developed an extensive list of functionality for each.  Vendors identified the features they currently support and customer feedback on usability and completeness of the functionality was used to adjust the scores.
